Quota Transfer Types

Quota Transfer Types define the different ways a producer’s authorized milk production volume can be reallocated or adjusted. Producers may transfer quota to manage herd size, respond to business changes, or meet strategic production goals.

The system supports various quota types—such as new entrant, saleable, leased, and credit-based quota—that can be transferred through approved methods. These transfers help producers adjust production capacity while maintaining compliance with provincial regulations and supply management policies.

All transfer activity is recorded in the system for traceability, approval, and reporting.

Role Type

Description

Lease

A temporary arrangement where a licensed producer transfers quota use to another producer while keeping ownership. It is only permitted in specific situations such as new entry, renovations, exit, or catastrophe.

New Entrance Decrease

A decrease in a producer's new entrant quota.

New Entrance Increase

An increase in a producer's new entrant quota.

P5 Quota Increase

A quota increase applied to the saleable quota of producers.

Quota Exchange

A permanent transfer of quota where producers buy or sell quota based on the quota exchange results.

Permanent Quota Decrease

A permanent reduction of a producer’s saleable holdings, taken away or decreased.

Permanent Quota Increase

A permanent addition of quota to a producer’s saleable holdings, added on or increased.

Private Transfer

A permanent transfer of quota directly between two licensed producers, which reduces the seller’s holdings and increases the buyer’s holdings.

Transfer of Credit

A transfer of produce credits between licensed producers, allowing one producer’s surplus or deficit to be applied to another’s account without affecting quota ownership.

HISTORICAL INFORMATION

The following types of quota transfers are not currently used and are for historical tracking purposes only:

Quota Suspension

A temporary removal of a producer’s quota from active use, approved by SaskMilk, which pauses production rights without permanently reducing ownership.
